The NSF was established by the National Science Foundation Act of 1950.
That includes about 1200 career employees, 150 scientists from research institutions on temporary duty, 200 contract workers, and the staff of the National Science Board office and the Office of the Inspector General, which examines the foundation's work and reports to the NSB and Congress.
NSF's director, its deputy director, and the 24 members of the National Science Board (NSB) are appointed by the President of the United States, and confirmed by the United States Senate.

To the extent allowed by law, documents and files maintained by NSF during the course of an inquiry or investigation of misconduct will be treated as investigative files exempt from mandatory public disclosure upon request under the Freedom of Information Act.
Before NSF makes any final finding of misconduct or takes any final action on such a finding, NSF will normally afford the accused individual or institution notice, a chance to provide comments and rebuttal, and a chance to appeal.

Stonner, of the science foundation, said the cut would erode the confidence of graduate students and encourage professors to be more conservative in conceiving and pursuing new ideas - just the opposite of what the agency wants.
David M. Stonner, director of Congressional affairs at the science foundation, said on Monday that the reduction might be just the beginning of a period of austerity.
