SAPRA INDIA: National Security Issues: Integrated Approach to National Security
More than one year after the National Security Council (NSC) mechanism was set up, it is without the services of a full-time National Security Adviser (NSA) and a full-fledged Secretariat.
Pakistan may not have succeeded in making world opinion favourable to it, but due to our continued neglect of the political and perceptual aspects of the grievances of the religious and ethnic minorities in general and those of the Kashmiris in particular, world opinion is showing less understanding of our position.
The ease with which the Harkat-ul-Mujahideen (HUM) terrorists hijacked the aircraft and cadres of the HUM and the Lashkar-e-Toiba have repeatedly been penetrating high security areas in Kashmir are indicators of the poor state of the physical and infrastructure security.

The NATION went on to say that the General's National Security Council (NSC) proposal is not necessarily a demand for military intrusion into the civilian realm, as is the Turkish model or as suspected, of previous such proposals (of 1997).

The operational security of Pakistan’s nuclear arsenal, experts say, is the responsibility of General Khalid Kidwai, the three-star general who runs the division.
When Pakistan set out to become a nuclear power, it found itself at odds with much of the rest of the world, which was focused on stopping proliferation, says Peter R. Lavoy, the director of the Center for Contemporary Conflict at the Naval Postgraduate School in Monterey, California.
The recent Pakistani government inquiry into the nuclear transfers found that senior military and intelligence officials were guilty of “omissions” in the proper performance of their duties but did not actively take part in the scheme.

It will result in constitutional anarchy because the proposed National Security Council is foreign to the parliamentary form of government and is inconsistent with the supremacy of the Constitution and the role of parliament as the “great inquest” of the nation.
Doubts in regard to the precise powers of the president vis-a-vis the prime minister and the council of ministers were originally raised by India’s first president, Dr. Rajendra Prasad, who had earlier presided over the constituent assembly.
He, therefore, held that the president was bound by the advice of the council of ministers and could not withhold assent to a bill as claimed by Rajendra Prasad.

Boston.com / News / World / Asia / Pakistan Security Council Meets Despite Boycott
"We think the National Security Council will be a parallel or a superior body to the parliament as long as the president remains in uniform," opposition leader Fazal-ur-Rehman said on Wednesday, after announcing his decision to boycott the council.
Pakistan's National Security Council convened for the first time on Thursday despite a boycott by the opposition, which complained the body would further enhance the military's dominant role in politics.
The convening of the council, and speculation over Musharraf's dual role as army chief and president, are embarrassing a leader who has vowed to nurture democracy in Pakistan after taking over in a bloodless military coup in 1999.

 National Security Council:
The demand to constitute a National Security Council (NSC) institution in Pakistan has been repeatedly raised by various quarters of the society, including statesmen, politicians, higher civil-military bureaucrats, intellectuals, etc. At the theoretical level, it’s not a new concept.
The focus of the future amendments would be to provide the legitimacy to the acts of the present military government, constitutionalizing the role of National Security Council (NSC), and above all introduce the doctrine of check and balance in the constitution.
Its members shall be responsible for making collective decisions on the important national issues, such as the nuclear weapons of Pakistan, the fate of the National Assembly during the domestic political crisis and, matters that generate animosity among the provinces of Pakistan.

The main argument of the Opposition there for boycotting the first meeting of the National Security Council on Thursday was that the council would enhance the military's role in civil governance.
And there is nothing wrong if the Opposition in Pakistan take a view that is different from that of the Jamali government there.
Its importance is related in equal measure to the security situation existing in a country.

National Commission on Terrorist Attacks Upon the United States
In late 1999, the National Security Agency (NSA) analyzed communications associated with a suspected terrorist facility in the Middle East, indicating that several members of "an operational cadre" were planning to travel to Kuala Lumpur in early January 2000.
After nine years on the NSC staff and more than three years as the president's national coordinator, he had often failed to persuade these agencies to adopt his views, or to persuade his superiors to set an agenda of the sort he wanted or that the whole government could support.
The national security advisor ordered that the U.S. message "be stern and foreboding." This warning was similar to those issued in 1998 and 1999.

rediff.com: Musharraf constitutes National Security Council
"The council shall deliberate upon, discuss and tender advice to Musharraf on matters of his choice and the issues relating to Islamic ideology, national security, sovereignty, integrity and solidarity of Pakistan," it said.
Ahead of his forthcoming visit to India, Pakistan President Pervez Musharraf constituted the National Security Council (NSC) to aid and advise him on a host of issues, including Islamic ideology and national security.
A policy role for NSC has been opposed by mainstream political parties like the Pakistan Peoples Party (PPP) and the Pakistan Muslim League (PML) which alleged that it was an attempt on the part of Musharraf to institutionalise a policy role for the armed forces even after restoration of democracy at a later date.

South Block sources told The Hindu that the U.S. had not taken any position on India joining the U.N. Security Council as a permanent member, but felt that a view could be taken in the "near term" if the "positive course" in bilateral relations continued.
While New Delhi itself is looking at the purchase of military hardware, including a missile defence system, India's concerns about possible arms sales to Pakistan remain.
