National historic trails shall have as their purpose the identification and protection of the historic route and its historic remnants and artifacts for public use and enjoyment.
National scenic trails may be located so as to represent desert, marsh, grassland, mountain, canyon, river, forest, and other areas, as well as landforms which exhibit significant characteristics of the physiographic regions of the Nation.
Designation of such trails or routes shall be continuous, but the established or developed trail, and the acquisition thereof, need not be continuous onsite.

 National Recreation Trails Program awards recognition to America's great trails community
While National Scenic Trails and National Historic Trails may only be designated by an act of Congress, National Recreation Trails may be designated by the Secretary of Interior or the Secretary of Agriculture to recognize exemplary trails of local and regional significance in response to an application from the trail's managing agency or organization.
Its goal is to promote the use and care of existing trails and stimulate the development of new trails to create a national network of trails and realize the vision of "Trails for All Americans." The first-ever NRT Photo Contest was sponsored in 2003 by American Trails and is continuing each year.
Four additional trails on National Forests and Grasslands and 23 trails on other lands were designated in 2003.

The Iowa Trails Council (ITC) was formed in 1984, within a year after the passage by Congress of an amendment to the National Trails System Act, which provided for the "banking" of certain abandoned railroad rights-of-way.
Founders of the ITC were inspired by this law which provided for the preservation of these rights-of-way by establishing trails within the corridors.
