The party was formally created on March 18 1906 by F. Skyčák, Milan Hodža and A. Ráth, but based on a decision of April 1906, till 1913 it officially took part in elections as a kind of "subparty" of the Slovak National Party to prevent splitting of Slovak political bodies.

It basically says that the parties that were denied their status may resubmit their paperwork contingent upon eliminating the basis for the prior denial.
One can argue that having these requirements do not establish freedom of formation of political parties, however one can also argue that the requirements are necessary to ensure the “expression of the political will of the people.” I’d go with the latter.
