Concluding Observations - CERD - Burundi - Concluding observations adopted up to December 31, 2003 Foremost among them was the adoption by the Special Congress of the UPRONA (Union for National Progress) Party, in December 1990, of the Charter of National Unity, which was subsequently approved in a national referendum, with 89 per cent of the votes being cast in favour. The predominance of Tutsis in the army should not be seen as an obstacle to national reconciliation, since it was a national army and its purpose was not to defend the Tutsis.
