 Continuity, Change and Growth:
Lesotho's Education System
Lesotho, despite having achieved a relatively high literacy rate on the continent and being the only country in Africa where women are more literate compared to their men folk, has not managed to make a big stride in the area of citizen development.
Lessons drawn from Lesotho's educational reforms in the past and present clearly show that the lack of the HF in education has produced an inappropriate system of education, which is failing to address the needs of the mass of the population.
Globalisation means that nations like Lesotho are being integrated within the ambit of global markets and value systems not at their own terms but at the dictate of powerful western nations whose vested interests, be they economic, cultural and political, are to further the interests of these powerful nations at the expense of weak nations.

 1st Annual Report
Due to inadequate funding, the Lesotho team had to significantly modify their original technical proposal, firstly, to be able to salvage a meaningful role in the regional research project on global change and subsistence rangelands and, secondly, to increase the probability of securing supplementary funding.
This shortage significantly limited the Lesotho study to an analysis of literature and appraisal policy and relevant institutions in the period earmarked for the study.
During this year the Spanish team has been working on the gathering of meteorological data for the Lesotho study area, on the building of automatic meteorological and hydrological stations to be installed in that area, and on the building of soil loss models in the Lesotho mountain catchments.
