This reflected the concept that being undeclared, the war was an action of a lesser or different nature, continuing a post-World War II trend of casting war in a new context, as in the Korean War, described as a police action under the auspices of the United Nations.
The Vietnam War was in many ways a direct successor to the First Indochina War, (or French Indochina War) in which the French, with the financial and logistical support of the United States, fought to regain control of their former colony in Indochina.
Proponents of the war argued that the conflict was something less than a formal war, that the U.S. was assisting a properly engaged ally in defending itself and that the lack of a declaration was a formality.

Since its inception in 1946, the National War College has had as its primary mission the education of senior U.S. government officials in national security strategy.
As with every core course at the National War College, development of Course 5601 was truly a collaborative effort reflecting helpful comments from across the faculty as well as thoughtful critiques by many previous students.
For example, although this course does not discuss war, national security strategy does define the interests and set the objectives served by the military instrument; hence, this course is an essential precursor to the second Fundamentals course (on Military Thought and Strategy) as well as to Course 5605, Military Strategy and Operations.

Powell said that when he arrived at the National War College in 1975, he was "a pretty fair Army officer." He had served for 17 years and was an Airborne Ranger.
