Also last year, the weather service began offering much of its raw data on the Internet in an easily digestible format, allowing entrepreneurs and hobbyists to write simple programs to retrieve the information.

USATODAY.com - Proposed bill would change National Weather Service
When the rule changed, the NWS and its parent agency, the National Oceanic and Atmospheric Administration (NOAA), expanded into areas already served by the commercial weather industry, according to Santorum's office.
Under the proposed legislation, the NWS would be allowed to offer particular types of services only if the private sector does not offer them — a provision similar to rules that guided the agency for 14 years until last year.
The bill has drawn criticism from those who say it unfairly favors private weather providers, and would endanger the public by preventing the dissemination of certain weather data.

Storm brewing over online data from National Weather Service - Computerworld
Santorum's National Weather Services Duties Act of 2005 (download PDF) would allow the NWS to continue to prepare and issue severe weather warnings and forecasts designed for the protection of life and property of the general public.
But last December, the U.S. National Oceanic and Atmospheric Administration (NOAA) -- the parent agency of the NWS -- changed the weather service's noncompetition and nonduplication policy, removing the language that prohibited competition with the private companies.
What private weather companies want, he said, is for the NWS to continue to provide free public weather information -- as it has always done -- but to curb efforts to provide specialized data and forecasts that are the bread and butter of the private weather industry.
