 National Security Strategy Report 1998
The goal of the national security strategy is to ensure the protection of our nation’s fundamental and enduring needs: protect the lives and safety of Americans, maintain the sovereignty of the United States with its values, institutions and territory intact, and promote the prosperity and well-being of the nation and its people.
National security emergency preparedness is imperative, and comprehensive, all-hazard emergency planning by Federal departments, agencies and the military continues to be a crucial national security requirement.
Because our shaping efforts alone cannot guarantee the international security environment we seek, the United States must be able to respond at home and abroad to the full spectrum of threats and crises that may arise.

 Romania's National Security Strategy
The Strategy represents the basic document that defines these interests, as well as the objectives for their achievement, and materializes the political expression and highest level settlement of the Romanian State, and at the same time, the instrument for substantiating and directing the actions within the whole system of national security.
In this respect, the novelty of the National Security Strategy is a wider opening to these issues and a wider approach to the concept of national security, in the circumstances of the increasing complexity and diversity of the aspects that have become relevant in this area.
The Romanian Law states that Romania’s National Security Strategy is “the basic document that substantiates national defence planning”.

The National Security Strategy wishes to cause "terrorism" to be seen "in the same light as slavery, piracy, or genocide" (p.
One might reasonably assume, therefore, that a policy of national security would advocate from the start various practical measures to conserve and to use frugally the nation's resources, the objects of this husbandry being a reduction in the nation's dependence on imports and a reduction in the competition between nations for necessary goods.

If NATO succeeds in enacting these changes, the rewards will be a partnership as central to the security and interests of its member states as was the case during the Cold War.

Now there's a little bit more discussion about China in the national security strategy but it's damped down and I think that's being politic which is fine but the truth is that as China rises, which I think is pretty much inevitable, it's going to be a challenge in many ways.

NPR : Analysis: Bush Administration's National Security Strategy
At the dawn of the 21st century, the National Security Strategy describes freedom, democracy and free enterprise as the sole sustainable model, and it promotes the export of democracy as a major goal.
It says that it is the national security policy of the United States to engender greater economic freedom and development around the world to encourage free trade, to confront the scourge of AIDS, to support education in the Third World.
And they're saying that the expansion of those ideas is in the national security of the United States.

National Security Strategy Report - September 2002
The National Security Strategy of the United States of America [PDF 359K]
Bush goes on to argue that radical terrorists and rogue states are the primary threats to US security and that defeating such threats requires the US to use every tool in its arsenal including military power, better homeland defenses, law enforcement, intelligence, and efforts to hinder terrorist financing.
The Administration went on to argue that the US should do everything possible to maintain its position as the sole Superpower by maintaining a military capability that was so far ahead of potential rivals that those states would not seek to compete.
