The requirement to intend to live in the UK after naturalisation does not apply if you are the spouse of a British citizen.
How this will affect the small number of applicants for naturalisation and registration outside the UK is not meade clear in the Bill, nor are any arrangements to exempt applications already in the system when the new ceremonies are introduced.
I've not heard of any cases where someone has moved outside the UK after an application for naturalisation was submitted, but before it was finalised, so I can't say for certain there's no legal impediment to getting British citizenship this way.
