These Dwarves had been invited to Menegroth by Thingol to create jewelry out of the immense treasure, and the Nauglamir was their best work.
After Beren and Lúthien's final deaths the Necklace went to their son Dior in Doriath, and as such was the direct cause of the Second Kinslaying when the Sons of Fëanor attacked Doriathin an attempt to claim the Silmaril.
In earlier versions of the Silmarillion tradition, the Nauglamir, then called Nauglafring, is more important:it more directly causes the death of Thingol as it gets caught behind a tree branch when Thingol is riding outside the Girdle of Melian and is attacked by the Dwarves.

As with the Nauglamir, Thingol should have given it to its rightful owners (who would be the Valar in my opinion, since Fëanor’s sons lost their claim on it with their evil deeds), but that was not an option really.
The Nauglamir (Necklace of the Dwarves) was originally made for Finrod Felagund by the Dwarves of the Blue Mountain.
Originally, Nauglamir was supposed to be made for Thingol - and this would have made the claim of the Dwarves much stronger.

And in that time was made for him [Finrod] the Nauglamir, the Necklace of the Dwarves, most renowned of their works in the Elder Days.
It was a carcanet of gold, and set therein were gems uncounted from Valinor; but it had a power within it so that it rested lightly on its wearer as a strand of flax, and whatsoever neck it clasped it sat always with grace and loveliness.

The Dwarves of Norgrod were not Justified in sacking Menegroth as they had no claim on either the Silmaril (to which only the House of Finwe or the Valar could lay any claim.) or the Nauglamir which had been given to Finrod Felagund and therefore no longer belonged to any Dwarf.
It was the attempt by the Dwarves to lay claim to that which was not theirs (The Silmaril), that caused them to be sent out without payment and that was their own fault.
