Base Realignment and Closure commissioners, for example, are taking a page from Phil Carter's notebook, and voicing concerns that fewer national guard depots "would make it even harder… to retain their forces if members have to travel more than 50 miles to report to their bases," according to The Hill.
Submarine bases must be on a coast, and aside from the three existing ones on the Atlantic, all the other ones are on the West Coast or in Hawaii or Guam -- much too far away to provide adequate redundancy.

Sub officers objected to closing base in Groton - The Boston Globe
Groton was recommended for closure based primarily on the findings of the 2004 Navy study; specifically, that the submarine fleet is shrinking and the base is therefore no longer needed, according to Pentagon officials and BRAC staff members.
A larger concern, however, was that a submarine force level of between 37 and 41 attack submarines would require the Navy to rely too heavily on the remaining subs and their crews to meet all required missions.
Vice Admiral Charles L. Munns, commander of Naval Submarine Forces, recently testified to Congress that 54 attack submarines were needed well into the future to meet the heavy demands placed on the fleet, including conducting intelligence missions, protecting critical sea lanes around the world, and being at the ready in the event of hostilities.

During the era of diesel-powered submarines, all submariners had to qualify in the escape tank.

Arcadia Publishing - Book Gives Photographic History Of New London Base
During a career at the Naval Submarine Base that spanned more than a quarter-century and a variety of assignments, including curator of the Submarine Force Library and Museum, David J. Bishop of Stonington developed an intimate familiarity with the history of the installation.
Bishop started working at the base in 1971 as a technical illustrator at Naval Submarine School (his rendering of David Bushnell's Revolutionary War-era Turtle, the first U.S. submarine, is one of the first illustrations in the book).
Base supporters contend it could take a generation for the area to revive economically from the blow it would suffer if the base is closed, and Bishop's book makes it clear that the base has been important to the local economy since the start.
