The term rating or rate carries different meanings depending on which navy is being discussed.
A rate in the Royal Navy is a rank that is not conferred by commission or warrant.
In the U.S. Navy enlisted personnel are classified according to rating, which is the naval term for Military Occupational Specialty.

Rating is a means of classifying things in different categories.
In online communities, rating means a reputation system, it is a type of collaborative filtering algorithm which attempts to determine ratings for a collection of entities, given a collection of opinions that those entities hold about each other.
This is similar to a recommender system, but with the purpose of entities recommending each other, rather than some external set of entities (such as books, movies, or music).

Life on the lower deck of a naval vessel was still pretty harsh, crowded and uncomfortable, but since the manning reforms of the 1850's (10) naval ratings had been able to look forward to more or less continual employment - a career, no less, and even with a small pension at the end of it.
Previously, a naval career for a seaman was unheard of; he would have been taken onto a ship's books by her officers for the duration of her commission, usually three years, and unceremoniously dumped at the end of it.
Clearly, the naval rating of the 1980's was much better off financially, and in most other ways, than his predecessor of the 1870's, while the pay of the senior officers has not changed significantly over the same period.

The was also a German ship I had taken into the closer selection: the 1911 Kaiser - but the Queen Elizabeth won because of better "stats" mentioned above- that and because she looks quite a lot more handsome too
The Nelson class as well, I know they were built after WWI but the speed was lacking compared to the QE's.
The Germans and Americans are the exception with Germany not being allowed to have capital ships after WWI and the US being able to build new ones after 1941
