  Navigation
On a vessel, navigation lights are lights shown that are of a specific color, (white, red, green, yellow, blue), arc, range of visibility, and location, as required by law and regulations.
Lights also indicate the relative heading of one vessel as seen from another, and give clues to her size, special characteristics, and/or current operations.
It is the responsibility of the owner/operator of a vessel that she show the proper navigation lights for her size and the waters in which she is operating.

Navigation Lights - Sidelights - Nautical Know How
Since most manufacturers routinely equip the boats they produce with navigation lights, navigation light installations are routinely inspected and discussed during factory visits and boat shows.
When separate red and green sidelight fixtures are used, the masthead or all-round white light, whichever configuration is installed, must be located as close as practical to the vessel's fore and aft centerline.
For vessels less than 12 meters in length, the masthead or all-round light may be displaced from the fore and aft centerline providing that the sidelights are contained within a common fixture and mounted on the vessel's fore and aft centerline.

Navigation Lights - Boats, Yachts - Yacht Survey Online
The second most common problem is that the lights weren't installed right in the first place, or the builder installed something that obscured the light.
The third most common problem is that the lights are so puny, such cheap-ass crappy pieces of junk that one might just as well rip them off an throw them overboard for all the good they do.
Picking out the lights of a moving vessel from a background of dozens or even hundreds of lights is very difficult, if not even impossible.
