  Navy Commendation Star - Wikipedia, the free encyclopedia
The Navy Commendation Star was a decoration of the United States Navy which was authorized in 1918 as an attachment to the World War I Victory Medal.
The Navy Commendation Star was identical to the Silver Citation Star, issued by the United States Army.
Unlike the Citation Star, however, the Navy Commendation Star was not upgradeable to the Silver Star nor was the device retroactive to other service medals, besides the World War I Victory Medal.

In 1932, the silver citation star was redesigned and renamed the Silver Star Medal and, upon application to the United States War Department, any holder of the silver citation star could have it converted to a Silver Star Medal.
The Navy Commendation Star was authorized to any person who had been cited by the Secretary of the Navy for heroic performance of duty during the First World War.
The Navy Commendation Star was worn as a silver star on the World War I Victory Medal identical in appearance to the Army’s silver citation star.

The Navy and Marine Corps Commendation Medal was authorized by the Secretary of the Navy on January 11, 1944 and was originally known as the "Navy Commendation Ribbon." A metal pendant was appended in 1950.
The Coast Guard Commendation Medal was authorized by the Secretary of the Treasury on August 26, 1947 as the "Commendation Ribbon with Metal Pendant" and redesignated the Coast Guard Commendation Medal on October 2, 1959.

To justify this commendation the unit must have performed service as a unit of character comparable to that which would merit the award of a Silver Star Medal or Legion of Merit to an individual.
Such personnel are authorized to wear a bronze star upon the ribbon for each additional commendation of the unit in which they serve during the occasion for which the unit is commended, whether it be the same or another unit.
All personnel attached to and serving on board the U.S.S. Purdy on April 12, 1945, are authorized to wear the Navy Unit Commendation Ribbon.

Kerry was awarded the Bronze Star with V device, but his Silver Star citation claims no such award.
Given that the Bronze Star can be awarded with or without the V device, I can see a case being made for the Silver Star being worn with a V device.
After my two tours in the Navy, I can assure you that John Kerry's V is as likely a screw-up on the part of some over-worked Yeoman or Personnelman as any thing.
