United States Navy Reserve - Wikipedia, the free encyclopedia
The United States Navy Reserve, until 2005 known as the United States Naval Reserve, is the reserve component of the United States Navy.
In fact, today's Navy Reserve is an off-shoot of the National Guard.
The need for a Naval Reserve was first recognized by Naval leaders prior to the War of 1812.

Navy's Reserve Will Be Integrated with Active Forces
The Navy’s reserve component (RC) was structured for the Cold War and designed around large-scale mobilizations and relatively slow response times enabled by adequate warning timelines.
The Navy needs to be able to tap the military and civilian skills that reside within the reserve forces, and the RC must demonstrate flexibility to meet the capabilities required by the fleet.
Reserve capabilities in the nation’s heartland will focus on skills that are not perishable or that do not require frequent training with the AC to achieve tactical proficiency.

The Ready Reserve, which at the time of the zero-based review, consisted of 85,900 members in the Selected Reserve and 65,066 in the Individual Ready Reserve, is the primary manpower pool for the Navy Reserve.
Although the Navy initiated the zero-based review prior to the announcement of the human capital strategy, the review is intended to satisfy a major tasking of the active/reserve integration element--validating the requirements for reserve manpower.
However, the Navy's approach of using capability gaps in the active force as the means to determine Navy reserve manpower requirements was too narrow.

Naval Reserve Early History   (Site not responding. Last check: 2007-10-29)
By then, the navy had become, in his own words, “a political football.” The Liberal government of Prime Minister Wilfrid Laurier, responsible for the Naval Service Act of 1910, had been defeated in the 1911 election, partly because of its naval policy.
He realized first that “it would be impossible to maintain the navy we possessed” of a cruiser, two destroyers, auxiliary craft, and a naval college.
First, when one speaks of “Canada’s Navy” or the RCN of the Second World War, it must be remembered that in reality it was the RCNVR.
