Established by Mullah Mustafa Barzani in Tehran in December 1945, as the Kurdish Democratic Party, after Ahmad Barzani (Mustafa's brother) launched a Kurdish insurgency for independence from Iraq in 1931, which was finally crushed by a joint Iraqi-Turkish campaign in 1935.
This led to negotiations between Mustafa Barzani and Saddam Husayn, which culminated in the 11Mar70 agreement; the KDP secured a general amnesty for its members, received official funding and administered northern Iraq as the local government from 1970.
Mustafa's sons, Mas'ud (official biography here) and Idris Barzani, took command of the KDP ("KDP - Provisional Command"), with Mas'ud as official leader from Nov79, after Mustafa died.

According to the report the two side discussed their joint plan for the merger of the two parties and the need for the Kurdistan region's administration law to be addressed by the Kurdistan parliament.

The PUK's policy and decsion making body also lies within the Politburo, the aim of this is to achieve a Puluralistic power structure.
The PUK was a coalition of five separate political factions that united under Jalal Talabani also known as Mam ("Uncle") Jalal and Nawshirwan Mustafa; the leading factions were the Komala ("group") and Shorish Geran ("revolution spreaders").
The PUK received grassroots support from the urban intellectual classes of Iraqi Kurdistan upon its establishment, this was party due to 13 of its 15 founding members being Phd holders and academics.

With appropriate timing Foreman of Arabia has a fascinating article, in effect, an interview with a leading Kurdish politician who calls for the US to be more engaged in building a democratic Iraq.
Nawshirwan Mustafa of the PUK is making a simple point: all of Iraq's meddling neighbours will have their proxies, why should America not back people of its own?
This does not mean the usual pro- or anti-Chalabi debate, but backing those of a democratic inclination.

The "Financial Times" reported on 1 June that a 30-member committee of Iraqi technocrats walked out to protest the United Kingdom's insistence on chairing the committee.
British officials disbanded the Al-Basrah city council at the end of May and replaced it with an interim committee after it was discovered that the head of the council, Shaykh Muzahim Mustafa Kanan al-Tamimi, is a former Ba'ath Party member.
Problems also arose in Kirkuk local elections last week when protests erupted among political and ethnic groups over the elected composition of the council (see "RFE/RL Iraq Report," 30 May 2003), forcing U.S. administrators to step in to appease all sides.
