Dow was widely criticized for his heavy handed tactics during the Portland rum riot of 1855.
Dow was born in Portland, the son of Quaker parents.
Dow was the Prohibition Party's candidate for President of the United States in the election of 1880 and came in fourth place, receiving 10,305 votes.

Rumors began to spread that Portland Mayor Neal S. Dow, (1804-1897), also known as the "Napoleon of Temperance" an outspoken prohibitionist, was keeping a large supply of alcohol in the city.
It is true that Dow had authorized a shipment of $1,600 worth of "medicinal and mechanical alcohol" that was being stored in the city for distribution to pharmacists and doctors but this detail was not widely reported.
In a twist of irony, Dow was later prosecuted for violation of the Maine Law for improperly acquiring the alcohol.

Born in Portland, Maine, on March 20, 1804, Dow was raised in a well-to-do and highly moral Quaker household.
Dow and others in the Maine Temperance Union developed a program aimed at total abolition of liquor sales; since a substantial number of the members were also antislavery advocates, they doubly antagonized the conservative proliquor forces.
In 1851 Dow became mayor of Portland and applied himself to influencing the state legislature and governor to pass the measure.

An internationally known celebrity well before the war for his tireless campaigning against liquor, he was the author of "The Maine Law," the toughest statute against the sale and consumption of spirits anywhere in the world.
His personal courage was never in doubt, however, and he went home to continue his lifelong assault on the evils of drink; for which he was and continues to be greatly admired.
