As Amin's dictatorship collapsed in the spring of 1979, a gang of his thugs left the north Ugandan town of Arua and marched for the town of Nebbi, 60 kilometers south.
The Nebbi area had escaped the worst of Amin's depredations, in part because it is relatively isolated and off the usual track.
Across the border from Nebbi, in the DRC, war has raged for nearly five years, with 2 million dead, most of them dying from the slow bullets of starvation, exposure and disease.

The recent Organisational Self Assessment (September 2003) made by Nebbi district highlights that good progress has been made in service delivery, but more needs to be done in software like planning for maintenance, extensive involvement of all stakeholders in prioritising and selecting their programmes and enhancing skills of lower councils in planning and budgeting.

The rats have entered four villages in the northwestern Nebbi district near the Congo border, said Dr. Dam Okware, who is coordinating the government's efforts to halt the spread of the fatal disease.
Zeu, Kango and Nyapea sub-counties in Okoro county are the worst affected, according to the latest update of OCHA office.
He said efforts were being made to coordinate the fight against the fleas with the Democratic Republic of Congo to stop from spreading from one country to another as has been the case.

From 11 September, a plague outbreak in Nebbi has accounted for 82 or more cases, with 18 recorded deaths, mainly in the sub-counties of Zeu, Kango and Nyapea in Okoro County, according to the agency's humanitarian update to 31 October.
In neighbouring Vurra County, Arua District, there were nine cases and two deaths in September, rising to 63 cases and four deaths by the end of October, it said.
Bubonic plague is an acute infection - characterised by chills, exhaustion, delirium and inflammation of the lymph nodes - caused by the bite of a rat-flea infected by plague bacteria.

Nebbi Diocese (Anglican Church of Uganda) is a little oasis of calm in a very unstable area.

TWELVE people were left dead and over 3,000 displaced in Nebbi district, West Nile following an attack by Uganda’s Alur on the Congolese Lendu tribe.
The clashes in Zeu sub-county, Nebbi district were sparked off by the theft of 25 pieces of timber belonging to Charles Akembu, an Alur, by a Lendu.
The suspect, Charles Chombe, was charged at the Grade II magistrate’s court in Zeu and released on a sh250,000 bond.

The fighting between the Lendu and Alur communities in Nebbi District was sparked off by the theft of timber and an ensuing revenge attack, police say.
Police authorities in the region have asked the government for reinforcements as "the conflicts in neighbouring DR Congo spill into Uganda", the daily New Vision reports.
Thousands of people have been killed in ethnic tensions in the region, mostly on the Congolese side of the border where the Lendu have been fighting with the rival Hema community.
