Nebraska - Wikipedia, the free encyclopedia
Nebraska, in common with five other Midwest states (Kansas, Oklahoma, North and South Dakota, and Iowa), has experienced a decades-long population decline in rural areas, although Nebraska is the fastest growing of the five.
Nebraska is bordered by South Dakota to the north; Iowa and Missouri to the east, across the Missouri River; Kansas to the south; Colorado to the southwest; and Wyoming to the west.
A past Nebraska tourism slogan was "Where the West Begins"; locations given for the beginning of the "West" include the Missouri River, the intersection of 13th and O Streets in Lincoln (where it is marked by a red brick star), the 100th meridian, and Chimney Rock.

Nebraska's Unicameral Legislature - House Research
Nebraska's 49 senators (a title assumed by members of the first Unicameral) are elected on a nonpartisan ballot to overlapping four-year terms with no limit on the number of terms.
Nebraska was an early leader of the "open meeting" movement in state legislatures, partly in response to concerns that an unchecked unicameral body might take ill-considered, hasty legislative action.
The Nebraska Constitution requires each senator to be a qualified voter, 21 years of age, and a one-year resident of the district.

ASLCS - The Journal - A Unicameral Legislature
Commencing with the regular session of the Legislature to be held in January, nineteen hundred and thirty-seven, the legislative authority of the state shall be vested in a Legislature consisting of one chamber.
The idea of a unicameral legislature in Nebraska emerged at the turn of the century.2 The issue was introduced, discussed, and debated during several legislative sessions between 1913 and 1933.
Richard Marvel, the Nebraska Legislature's first two-term speaker, concluded in his doctoral thesis that "decision-making in the unicameral was a complex operation involving a struggle between the conservative and liberal elements of the state."9 Marvel also concluded that moderation highlighted the decision-making process.

JURIST - Paper Chase: Nebraska high court overrules legislature on amended murder sentence
Alexis Unkovic at 11:05 AM ET [JURIST] The Nebraska Supreme Court ruled [PDF text] Friday that members of the Nebraska Legislature [official website] overstepped their authority when they changed the minimum sentence for first-degree murder from life in prison to life in prison without parole in 2002.
The legislature changed state law during the special session to say that it is up to a jury, not a judge, to decide whether a defendant convicted of first-degree murder should get death.
Judge Kenneth C. Stephan [official profile] wrote the court's opinion, arguing that the legislature overstepped its mandate at the special session because it was technically outside the scope of what the session convened to consider.

Presumably, however, Nebraska, and the many other legislative bodies that adopted partial birth abortion bans, were not concerned with whether death was inflicted by injury to the brain or the heart, whether the fetus was converted with or without instruments, or whether the fetus died with its toes attached.
The legislatures’ evident concern was with permitting a procedure that resembles infanticide and threatens to dehumanize the fetus.
Congress and numerous state legislatures, including Nebraska’s, have described this procedure as “partial birth abortion,” reflecting the fact that the fetus is all but born when the physician causes its death.
