NTIA Report 84-168: Necessary Bandwidth and Spectral Properties of Digital Modulation   (Site not responding. Last check: 2007-10-26)
The necessary bandwidth is the minimum emission bandwidth required for an acceptable quality of service.
The NTIA Manual includes all guidance and criteria relating to necessary bandwidth in Annex J entitled “Determination of Necessary Bandwidth.” In this report, the concept of necessary bandwidth is applied to digital modulation.
The techniques used to determine necessary bandwidth are general and could be extended to other digital modulations.

ARRLWeb: Planned ARRL Petition to the FCC to Regulate Subbands by Bandwidth
Bandwidth limits would be eliminated in the 222-225 MHz band; the only bandwidth limitation would be that the signal must be confined within the band.
The bandwidth of 200 Hz was chosen to accommodate Morse telegraphy and the narrowest RTTY/data emissions.
The necessary bandwidth depends on speed and whether the circuit is fading or non-fading.

Thus, the bandwidth constraints of (6, 11, 15) in the Russian Dolls model may be thought of as roughly corresponding to the bandwidth constraints of (6, 6+7, 6+7+15) for the maximum allocation model.
For any bandwidth constraints model to work properly, the selection of values for different bandwidth constraints must therefore be based on the projected bandwidth needs of each class, as well as the bandwidth allocation rules of the model itself.
These bandwidth constraints are chosen so that, under normal conditions, the blocking performance is similar to all the previous scenarios.

Remember though, that a video stream uses the same bandwidth whether it is received by 1 workstation or 100.
Audio multicasts, partly because of their lesser bandwidth requirements, are more common on the MBONE than are video multicasts.
Before multicasting becomes commonplace, either bandwidth needs to be available more cheaply, or our ability to compress bandwidth-hogging information into a limited bandwidth space needs to improve.

The total bandwidth of an independent sideband emission (having B as the first symbol), or a multiplexed image and phone emission, shall not exceed that of a communications quality A3E emission.
Emissions outside of the band, segment or necessary bandwidth are required by 97.307(d) to be 40 dB below the mean power of the fundamental emission for transmissions below 30 MHz.

Bandwidth and Data Transfer from Netsville
Bandwidth is defined as how fast data flows on a given transmission path or medium.
Generally speaking, bandwidth is directly proportional to the amount of data transmitted or received per unit time.
The idea behind the Committed Data Rate is to provide a client with a guaranteed level of bandwidth at a reduced rate (compared with having the same amount of bandwidth delivered to your office or place of business directly).

CAT 1000 audio bandwidth modification.   (Site not responding. Last check: 2007-10-26)
Increased bandwidth may be necessary when using the controller in linking systems where cascading filtering effects will limit overall bandwidth of the system.
The CAT-1000's bandwidth from the factory is approximately 300 cycles to 2.5 kHz and does not provide de-emphasis of the receiver audio.
This bandwidth is fine for most systems, however when this controller is used in linking systems where the passing of PL tones or more occupied bandwidth is desired, the modifications below can be beneficial.

Bandwidth is defined as the frequency at which the response is down 3 dB relative to dc.
In the case of a flat-response oscilloscope, the rise time is related to the bandwidth as rise time=N/bandwidth, where N=0.4 to 0.5.
In the case of a modern flat-response oscilloscope, an oscilloscope bandwidth that is 1.4 times the maximum signal frequency usually suffices for accurate rise-time measurements.

Appendix 1 - Designation of emissions
Modulation used only for short periods and for incidental purposes (such as, in many cases, for identification or calling) may be ignored provided that the necessary bandwidth as indicated is not thereby increased.
For the full designation of an emission, the necessary bandwidth, indicated in four characters, shall be added just before the classification symbols.
However, the necessary bandwidth so determined is not the only characteristic of an emission to be considered in evaluating the interference that may be caused by that emission.

Policy-based control of traffic at the application level is the key to ensuring that every broadband user enjoys the level of service to which he/she is entitled.

By relying on packet protocols, the same building could have each customer in a building guaranteed a minimum bandwidth (determined by dividing the total bandwidth by the number of users), with a “bursting” capability of up to the entire capacity of the connection.
So each user would use only the bandwidth needed at a given moment, but could send brief, high-volume bursts of data, such as video, by using the capacity that no one else was touching at that particular moment.
Businesses that can bring high bandwidth all the way to the edge of the network have the potential of watching cash flow as strongly as optical signals.

It's BS because they will suspend and then ban you for using too much bandwidth, so anyone that uses a fair amount of bandwidth gets chased away, so all thats left is a lot of low bandwidth users which brings the average down.
I realize that ISP's hate the so called bandwidth hogs, they make their job tougher, but we also need to realize that demand for bandwidth as more legitimate bandwidth intensive applications are constantly being deployed is only going to rise.
If the ISP oversells their product beyond what their infrastructure can handle, they need to either be clear about their actions to cut back on bandwidth usage (none of this sneaky BS), or expand their infrastructure to handle the extra load.
