Sparks, a dour-faced, cigar-chomping character actor in the 1930s, was noted for a caustic wit and was often caricatured in cartoons.
Although largely forgotten, as most vaudevillains and radio comics are, the late actor may have enjoyed a revival in the recent animated phenomenon Spongebob Squarepants, in the form of Squidward Tentacles.

On January 7, 2005, Ned Sparks, Executive Director of the Maryland Public Secondary School Athletic Association, (MPSSAA), and William Beattie, head of the MPSSAA Wrestling Committee ruled that Maryland public schools could not compete against Maryland private schools that are represented by athletes engaged in home instruction programs.
The purpose of these rulings are clear; Sparks, Beattie and the MPSSAA seek to force student athletes engaged in home instruction programs back into their local Maryland public schools by eliminating opportunities for competition both within the state and outside the borders of Maryland.
These recent rulings follow the ruling in March of 2003, when Sparks and the MPSSAA decided that student athletes engaged in home instruction were forbidden from participating in extracurricular activities at their local Maryland public schools.

Although the MPSSAA is being sued over the issue, Ned Sparks is adamant that students not enrolled in school be banned from playing in athletic events involving schools governed by the association.
A group of parents recently filed suit in U.S. District Court in Baltimore, claiming the association discriminated against their home-schooled children by not allowing them to compete as members of the Progressive Christian School in wrestling events against teams from Maryland public schools.
Sparks says there have been no recent legislative attempts to change Maryland's rules.
