The NED was first funded by President Ronald Reagan in 1982 and was shaped by an initial study undertaken by the American Political Foundation.
NED received funds from the US government and distributes funds to four other organizations – one each created by the Republican Party and Democratic parties, one created by the business community and one by the labor movement.

NED and the democracy movement also constitute an attempt to revive the post-WWII international networks of congresses, publications, and intellectuals funded by the CIA, such as the Congress on Cultural Freedom, in which many neoconservative forerunners like Irving Kristol and Melvin Lasky were leading figures.

Such criticism does not appear to be mainstream in Washington and NED officials say their bi-partisan board of directors is made up of independent-minded individuals such as former Democratic presidential candidate Wesley Clark, Senate majority leader Bill Frist and Richard Holbrooke, the US Ambassador to the United Nations during the Clinton administration.

While Washington dishes out $2,797,970 (1998-2001) to help support the criminal sabotage of a democratically-elected government, Washington also dishes out $1,025,000 to supposedly assist in a humanitarian disaster, most of which, in my opinion, would have fallen back into the hands of US contractors and/or the Venezuelan elite.
Washington has an urgent need to give the impression of being benevolent benefactors while they try to reject any evidence that they themselves are co-conspirators in promoting inequality, destruction and corruption...

A closer partnership with lyricist Ned Washington resulted in many soundtrack songs.
The song-writing partnership between Tiomkin and Washington was to produce several other songs such as "Wild is the Wind" (originally sung by Johnny Mathis then recorded by Nina Simone and later David Bowie) and for television, the themes for "Rawhide" and "Gunslinger" both sung by Frankie Laine.
