So I would assume that by calling Nefertum an "Under System Lord"; Teal'c probably was saying that while this Goa'uld is strong enough to weild considerable power; his armies are not strong enough to make any of the more powerful Goa'uld yeild to him.
Anyway, we do know that Nefertum is not currently a System Lord and so unless he fell from power and was defeated, he may well be a minor Goa'uld.
well to anwser your last question,no we will probably not being seeing nefertum ever,as the humans on bedrosia were advanced enough,i'd say they got rid of nefertum thousands of years ago.

Sekhmet is the wife of Ptah, the 'Creator' Netjer of the Ancient Egyptians and their son is called Nefertum, who is also closely associated with healers and healing.
Because of the shift in power from Memphis to Thebes during the New Kingdom (1550- 1069 BC) the Theban Triad, made up of Amun, Mut (Amaunet), and Khons, Sekhmet's attributes were absorbed into that of Mut.
