Nemesis is a fictional character in the DC Comics universe.
Nemesis was apparently killed in the helicopter crash that killed the Council's leader, though he was later revealed to have survived.
Nemesis is not to be confused with Holocaust, a Marvel Comics character who has also gone by the name of Nemesis, or with Nemesis Kid.

Nemesis Kid (Hart Druyser) is a comic book supervillain in the DC Comics universe.
Nemesis Kid possessed the superhuman ability to spontaneously develop the powers appropriate to defeat any one opponent for the duration of the battle, though against more than one opponent his powers would either work against only one target, allow him to escape the situation, or fail to work at all.
Karate Kid's widow, Princess Projectra, attacked him using her power to generate illusions; once he had adapted an immunity to her illusions, Projectra attacked him from behind, beat him unconscious, and broke his neck, killing him.

Stripes is the Kingdom Come version of the GA hero Stripesy, who was the adult sidekick to the youthful Star-Spangled Kid and was a member of the GA DC superhero group the Seven Soldiers of Victory.
The new Star-Spangled Kid, you'll note, is using the cosmic rod and wearing the cosmic converter belt--and both his kerchief and armband are spangled with stars.
Their costumes seem to be an agglomeration of the traditional, Silver Age costumes and the modern costumes the post-Zero Hour Legion wears, but Messrs Waid and Ross seem to have included almost all of the Legionnaires, regardless of the period they appeared in.
