In February 1991, when I returned to my hometown of Nemuro, in Hokkaido, in order to take over the management of my father's company, entry restrictions on Russian boats were eased under a reciprocal agreement with Russia.
At the time, those of us in Nemuro did not imagine that Nemuro would be in the front line of the snowballing development of interpersonal and economic exchange with Russia.
The peculiarities of Nemuro lie not only in the culinary delights of the northern sea, but also in its position as the basic focus of issues relating to Russia and the Northern Territories.

On Hokkaido it was not common, with most in the harbor of Kushiro, but a few were found perched with other gulls along the coast.
On Hokkaido it was very common everywhere, including in cities, on buildings, and all along the coast.

According to the First Regional Coast Guard Headquarters in Otaru, Hokkaido, the fishing boat Kisshin Maru No. 31, belonging to a Nemuro fishing cooperative, and its three remaining crew members were seized and taken to Furukamappu, Kunashiri Island, for questioning.
According to the Hokkaido prefectural government, the Kisshin Maru is entitled to fish for crabs, but cannot go near Kaigarajima island to collect konbu seaweed without permission from the Hokkaido governor.
Aboard were Capt. Noboru Sakashita, 59, the head of the Nemuro fishing cooperative; Akiyoshi Kawamura, 29; Mitsuhiro Morita, 35; and Haruki Kamiya, 25.

 Measures for the reversion of the Northern Territories
The Hokkaido government is promoting exchange projects in close cooperation with the Hokkaido Committee to Promote Exchanges with the Four Northern Islands to facilitate mutual understanding and friendship between Japan and Russia and to solve the territorial issue as early as possible.
       The Hokkaido Northern Island Exchange Center was opened on February 7 this year as a center for raising awareness concerning the Northern Territories issue, and for promotion of exchanges with Russians living on the northern islands.
The Hokkaido government not only supports the activities of former resident organizations but also improves support measures for former residents in cooperation with these organizations.

Another significant side to Nemuro is the fact that it is home to many first-, second- and third-generation former inhabitants of Kunashiri, Etorofu, Shikotan and Habomai, which are part of Japanese territory, and the grassroots of the movement demanding the return of the Northern Territories are located here.
One cannot help but feel that Nemuro truly is a scaled-down version of the current state of play between Japan and Russia, being the scene of cooperation and conflict, economic exchange and political dialogue, all of which has been built on the platform of foreign relations at the private sector level.
As a citizen of Nemuro, I gave my opinion on the issue; I likened the many national benefits that both countries will enjoy to a reservoir, with the adverse historical legacy of the territorial issue acting as a massive bung blocking up the outlets used for discharging water.

NEMURO, Hokkaido, The Japan Coast Guard (JCG) has concluded that an Israeli container ship hit a Japanese fishing boat that capsized off the northernmost prefecture late last month, officials said Monday.
Nemuro Coast Guard Office officials said that traces of paint stuck to the 19-ton Shinsei Maru No. 3 matched that on the Israeli ship, which is now at anchor at Pusan Port.
The owner of the boat has reportedly denied the vessel's involvement in the accident, according to JCG officials.

The quake cut off electricity supplies to 1,580 households in the towns of Teshikaga and Shibecha in eastern Hokkaido, according to Hokkaido Electric Power Co. The city government of Nemuro temporarily urged some 13,000 households to evacuate.
