In 1126, Northern China was conquered by the JURCHEN, invaders from Manchuria; SOUTHERN SUNG continued to thrive until conquered by the Mongols in 1279/80.
In 1368 the Mongols were expelled by the Ming Dynasty, which reintroduced Neoconfucianism as state religion.
On the Ming Neoconfucian sclale, both Buddhist monks and merchants ranked bottom - retaliation against two segments of society which were pillars of Mongol rule.

And certainly the imperial state had always support aspects of ideologies that butress their rule (eg the prescribed roles of father, son, husband, sovereign and subjects) and downplayed aspects of confucianism that did not.
Also, one important aspect is that the Ming essentially fixed the format of the imperial examinations to certain aspects of neoconfuciansim under the "Ba Gu wen" format limiting the imagination of countless scholars who took the examinations.
I wouldn't put all the blame on the relative decline of Chinese science and technology, and that of China generally, to neoconfucianism though.

I think (based on a quick read of amba's links on his own blog) that there's actually an alternative reading there that's not particularly gay-marriage-ish.
"Neoconfucianism" dates from around the 11th century or so, and was the official doctrine of the Yi/Chosun dynasty in Korea from the 14th century or so until the Japanese occupation.
It's just "neo" to distinguish it from the first wave of philosophical development in the Confucian tradition, that running from around 600BC to perhaps the reign of the Usurper, Wang Mang.
