  NLW: Introduction in English
For the purposes of the NLW, Neolatin is understood as the phase of the development of Latin which began under the influence of the linguistic ideals of humanism, aiming at the recovery of the languages and culture of classical antiquity.
Along this way, Neolatin underwent several metamorphoses, most notably as a consequence of the invention of printing (for examples see here).
The contents of the NLW are the result of my own reading and a database of Neolatin texts, which at the moment comprises about two million wordforms (including numbers and mistakes).

After "the first Romanian period" of the neolatin languages (derived from the folk Latin language of Balkans Latinum Balkanicum) four neolatin languages (the wallachian and the Moglenitiki in the axis of Egnatia and Istroroumaniki and Dakoroumaniki in the axis of Dounabe).
When one tries to encounter the wallachian civilization with respect, as this is expressed in the wallachian language too, he will discover that the songs, traditions, folk-tales and proverbs are filled with astonishing wealth.
However, an unbiased and without expediency approach to science cannot deny that a neolatin language like the wallachian one, can be written more efficiently in the Latin alphabet.

I didn't realize that Harvard was the one who introduced all of these pretentious Neolatin citations.
I'm not sure if neolatin is/was part of the original Harvard system.
The whole system of citations developed in the late 18th/early 19th century, and I suspect at the time it was simply a matter of 'best practice' all over the western world coalescing into something everyone could use.

Then we could ask which one would be the easiest for him/her to learn...but that will only indicate the easiest language to learn, not necessarily the closest to Latin.
All neolatin languages derive from vulgar latin...some had more exogenous influence than others...still, i believe History justify, but not indicate the closest language to Latin.
And articles are present in all neolatin languages.

 NewLatin proposal
To say it straightly, I think that Latin language could be revived and used as a common written language for the documents of the European Union and as a common lingua franca troughout Europe.
In fact, Latin had this role for about 2000 years and latin words are present in all European languages, not only the neolatin ones.
Some other people proposes instead to form new words putting classical words togheter, but I don't think this is very practical.

Interlingua uses an algorithm to extract and standarize the most widespread word (or, occasionally, words) for a concept found in a set of control languages (English, French, Italian, and Spanish/Portuguese, with German and Russian as secondary references).

Well, I don't know, cause we are talking about living languages, not historical aspects...
