Nephin that it's quite appropriate to think of user fees as part of the process in evaluating the expenditure line in government through the estimate process.
Nephin, you talked about it in another context, but I think we also have the risk of cross-subsidization of programs in a department that are not part of a user-fee program and other programs.
Nephin, that with any new fee or increase in fee the committee would be guided by the track record of the agency or the department.

The latest legend fueled by foolishness is that the state has hooked up with insurance companies to release coyotes into the wild as part of a scheme to pare Pennsylvania's deer population, thus reducing the number of deer-car collision claims.
Knotts told Nephin he thinks that unsuccessful hunters are simply looking for an excuse as to why they haven't bagged a deer.
Reporter Dan Nephin, who apparently covers the deer beat here in Western Pennsylvania, files a sad item regarding Goliath, the massive buck that was at the center of a deer-rustling feud between two breeders a while back.

For the Hill walkers the Nephin Beg Range offers excellent walks with Nephin Mountain being the highest peak in the range.
The most interesting of these are Lough Keeran, Lough Brack and Lough Gall where the average size of fish is unusually large and where trout up to three pounds have been recorded.
The shoreline is fishable and access can be had via a small gravel road which runs from Corcullin to the foot of the Nephin Beg mountains.
