No net force means no acceleration, and in both of these cases, the acceleration is zero.
The leftover force is the net force that causes the object to accelerate.
In the simplest cases where only two forces act on an object, like a ball resting on your hand or a weight hanging from a spring scale, the two forces pushing upward and downward are equal and opposite.

  Force - MSN Encarta
Force is a vector, which means that it has both direction and magnitude.
The net force acting on an object, the object's mass, and the acceleration of the object are all related to each other by Newton's second law of motion, named after English physicist and mathematician Isaac Newton.
If multiple forces combine to give a net force that is zero, then the object will not accelerate; the object will either remain motionless or continue moving at a constant velocity.

Our present understanding is that there are four fundamental forces in the universe, the gravity force, the nuclear weak force, the electromagnetic force, and the nuclear strong force in ascending order of strength.
In mechanics, forces are seen as the causes of linear motion, whereas the causes of rotational motion are called torques.
Newton's Third Law states that all forces in nature occur in pairs of forces which are equal in magnitude and opposite in direction.

In Newton's first law, the unbalanced force refers to that force which was not balanced (or canceled) by the other individual forces.
That is to say, the net force is the sum of all the forces, taking into account the fact that force is a vector and that two forces of equal magnitude and opposite direction will cancel each other out.
These rules for summing vectors can be applied to the previously shown free-body diagrams in order to determine the net force (i.e., the vector sum of all the individual forces).

 The Net Force
If 2 forces push or pull on an object in opposite directions, and the two forces cancel each other exactly, the net force is zero.
If two forces act on an object in opposite directions and they don't exactly cancel, what is left over is the net force (the difference in the forces).
If two(or more) forces act on an object in the same direction, the net force is the sum of the forces.

Net Force   (Site not responding. Last check: 2007-10-19)
The net force is not a "real force", having an existence independent of the other forces acting on a body.
The action of all the forces acting on a system can be replaced with a single force that produces the same results, provided that this single force's magnitude and direction are identical with the magnitude and direction of the net force -- the vector sum of all the forces acting on the system.
The magnitude of these two forces are equal to the components of the original force along the axes chosen.

net force zero = velocity > zero ??
It's the essence of the reinterpretation of the first postulate in terms of forces (defined in the second one). The principle of inertia applies, iff the vector sum of all forces acting on the body/system is zero.
Of course that YOU are aplying a force, you are "feeling" the force you are aplying on the object, BUT, otherwise, the 1st Law says that the NET force NEED to be zero for that the actual state of rest or uniform movement (both having a=0) remains like that.
Your force on the body exists, and it will always exist in real cases because the friction, the gravity or any other sort of oposite force, but so as to know the behavior of the velocity of the body (if it´s changing or not) you need to calculate the NET force.

Net force - Wikipedia, the free encyclopedia
A net force (also known as a resultant force) is a vector produced when two or more forces act upon a single object.
A net force can also be defined as the overall force acting on an object, when all the individual forces acting on the object are added together.
When force A and force B act on an object in the same direction (parallel vectors), the net force (C) is equal to A + B, in the direction that both A and B point.

For example, if one person pushed the book with a force of 20 Newtons toward the left, and the other person pushed the book with a force of 18 Newtons toward the right, then that the net force would be 2 Newtons in size and directed toward the left.
And forces which are aimed to the left are usually said to be in a negative direction.
If one person pushed to the right with a force of 8 Newtons, and the other person also pushed to the right with a force of 6 Newtons, then the net force on the book would be 14 Newtons toward the right.

Newton's Three Laws of Motion   (Site not responding. Last check: 2007-10-19)
Acceleration and force are vectors (as indicated by their symbols being displayed in slant bold font); in this law the direction of the force vector is the same as the direction of the acceleration vector.
Thus, according to Aristotle there is only a velocity if there is a force, but according to Newton an object with a certain velocity maintains that velocity unless a force acts on it to cause an acceleration (that is, a change in the velocity).
Once account is taken of all forces acting in a given situation it is the dynamics of Galileo and Newton, not of Aristotle, that are found to be in accord with the observations.
