Moresnet or Neutral Moresnet was, from 1816 to 1919, a tiny European mini-state of about 3.5 km² that existed solely because its two large neighbours couldn't agree on who should own it, deciding therefore to make it a neutral territory where both would share control equally.
At first the territory was governed by two royal commissioners, one from each neighbour, but later Moresnet was granted a greater measure of self-administration when a mayor and a council of ten members were installed, with the mayor (also the head of state) appointed by the two commissioners.
Life in Neutral Moresnet was dominated by the zinc mine as the major employer, which attracted many workers from the neighbouring countries who supplemented the original "neutral" population, though the total population of Moresnet never exceeded 3000.

Moresnet was no (semi)-independant state but a territory with a very special status between 1841 and the end of WW I. It was an area made of three small "communes" (municipalities) somewhere between Belgium, Netherlands and Germany (Prussia).
In the end, Moresnet was declared neutral territory in 1841 and it remained neutral until 1919 when it was annexed by one of the victorious powers: Belgium.
Germany renounces in favour of Belgium all rights and title over the territory of Prussian Moresnet situated on the west of the road from Liege to Aix-la-Chapelle; the road will belong to Belgium where it bounds this territory.

Moresnet, also called "Neutral Moresnet", was formed 1816 as a compromise between the Netherlands and Prussia, who were fighting over a zinc mine on its territory.
However, in the early 1900s, several attempts were made to establish Moresnet as a more independent entity.
One can still see many of the stones marking the borders of Moresnet, and there is a small museum in the nearby town of Neu-Moresnet commemorating its history.

Just as cartographers put fake cul-de-sacs into their maps to catch violators of copyright, "Moresnet" is well-known in publishing circles as a copyright trap/hoax conceived and perpetrated by the editors of the 1911 Encyclopedia Britannica.
Presumably by 'almost Esperanto' you mean that Moresnet's version of the language was completely lacking in nouns, and the world to its inhabitants was a heterogenous series of independent acts.

It had the form of a wedge of cake and was situated south of the present Three-country-point near Vaals.
It was a good long walk but I learned a lot and really got the feel of this part of the Neutral Moresnet hinterland.

As no solution to the issue could be found at the Congress of Vienna in 1815, this small fleck of land remained independent, under the name of "Neutral Moresnet" until 1919, being jointly administered by the Netherlands (later by Belgium) and Germany.
Among other profitable enterprises, illegitimate children of the nobility were also conveniently removed to the neutral mini-state.
Not to be missed: the Nature reserve with its calamine violets, the Göhl Valley Museum and the Hammerbrücke (Hammer Bridge) in Hergenrath.

There were plans at the beginning of the 20th century to establish Neutral Moresnet as the world's first Esperanto state, and the short-lived artificial island micronation of Rose Island used Esperanto as its official language in 1968.
In China, there was talk in some circles after the 1911 Xinhai Revolution about officially replacing Chinese with Esperanto as a means to dramatically bring the country into the twentieth century, though this policy proved untenable.
However, Esperanto is intentionally culturally neutral: It was intended to be a facilitator between cultures, not the carrier of any one culture.
