When taking the neutralist starting point (rather than the relevantist one, as we have done in the Book of Fundamentals), the first step is that of assigning the highest normative value to the neutral predicate, and lower values to unneutral predicates.
Whatever the neutralist tunic or other garment is decorated with, it should be long enough to cover both the breast and the genitals, unless other unisex clothes are worn which cover these parts of the body.
Instead of the nanacatena or another neutralist symbol, the very diverse leaves of a tree or other plant, such as the sassafras could be used to express the ideal of inclusiveness on one's clothes.

SUMMARY OF POINTS ABOUT THE SELECTIONIST/NEUTRALIST CONTROVERSY   (Site not responding. Last check: 2007-10-22)
NEUTRALISTS: Would seem to support this because Kimura's figure for the rate of molecular evolution (one change in a protein each 2 or 3 years) is far faster than that predicted by Haldane (one change in a gene substitution leading to an amino acid change each 300 generations).
But protein molecular clock runs on absolute time, not generational time, and this is a problem for neutralists since there should be more mutations in organisms with greater numbers of generations per year.
NEUTRALISTS: Say if selection were affecting functionally important parts of a protein, it should produce a higher rate of evolution than that affecting non-functionally important parts.

The Triviality of the Debate Over 'Is-Ought' and the Definition of 'Moral', by Peter Singer
For the neutralist, a man's moral principles are the principles, whatever they may be, which that man takes to be overriding.
The neutralist view, then, is that whether a principle is a moral principle for a particular person is determined solely by whether that person allows the principle to override any other principles which he may hold.
The neutralist is able to explain why, if man acts on the basis of a coherent set of principles at all, he will act in accordance with his moral principles.

The foundation of neutralism is a relevantist one in that the norm of neutrality has been defined as "the relevantist interpretation of the principle of neutrality"; the foundation of inclusivism is a neutralist one in that the norm of inclusivity has been defined as "the neutralist interpretation of the principle of relevance".

A Refutation of Anti-Perfectionist or 'Neutralist’ Liberalism
For Rawls and other neutralist theorists, there is a radical difference, not only in content, but in form, between a conception of justice or the right on the one hand and conception of the good on the other.
Given that the neutralist holds this view, it is hardly surprising that the state should be advised to be impartial among conceptions of the good, just as it is expected to be impartial between the private interests of citizens.
Given the non-neutrality of neutralist liberalism, it seems implausible to suggest that any amount of neutralist rhetoric will, in the long term, make liberal policies and laws less divisive than they would be, were they to be justified on the basis of a liberal conception of human well-being.

One such critic, Michael Vickery, asserts that beneath the neutralist rhetoric Sihanouk presided over a regime that was oppressively reactionary and, in some instances, as violent in its suppression of political opposition as the Khmer Rouge.
According to Vickery, the royal armed forces under Lon Nol slaughtered women and children in pro-Khmer Issarak regions of Batdambang in 1954 using methods that were later to become routine under Pol Pot.
Sihanouk was all of these things--patriot, neutralist, embodiment of the nation's destiny, eccentric, rigid defender of the status quo, and promoter of the worst sort of patron-client politics.

Rumors of endemic war-weariness and neutralist sentiment in Saigon had been gaining momentum for weeks in early January 1964, and U.S. decision makers did not doubt that a Paris-Beijing rapprochement would strengthen the momentum for an early negotiated settlement and inevitably fuel speculation that the West's opposition to Chinese support of Hanoi was diminishing.

 Pathet Lao Uprising
Soon a three-way civil war was upon the country, between the Pathet Lao, the right-wing government who controlled the Royal Laotian Army (this was the force recognized by the United States and other western countries), and the Soviet-recognized neutralist forces of Souvanna Phouma, who had fled to Cambodia.
It was soon driven from power by rightist forces and the neutralists aligned themselves with the Pathet Lao and could now enjoy Soviet support.
Despite this initial success, failure to integrate the armed forces led to the cease- fire's collapse and the Pathet Lao began to move against neutralist forces, with war beginning in earnest in 1963.

The neutralist still requires the concept of sampling error to be applicable when selection is occurring, but Millstein does not preclude this.
She simply does not call this ‘random drift.’ The neutralist/selectionist debate can then be characterized, as it often is, as a debate about how much of evolution is due to random genetic drift—how often is evolutionary change due to selection and how often is it due to drift.
Consequently, the debate could no longer be framed as a debate about how much of evolution is due to drift rather than selection, since the neutralist would no longer be claiming (according to her definition) that most of evolution is due to drift.

BOOK OF FUNDAMENTALS: THE SITUATION OF A HAPPINESS-CATENAL _______________________
Smart hedonists and eudaimonists of an antineutralist complexion will already have argued that since the happiness-catena is apparently a basic catena, the neutralist, at least the active one, should strive for nanhappiness and the minimization not only of unhappiness but also of happiness.
From a neutralist point of view it is indeed obvious that not only unhappiness can never be a perfective end in itself but happiness not either, let alone an ultimate one.
Yet, those who are even smarter than the hedonist with 'er ultimate pleasure and the eudaimonist with 'er ultimate happiness, realize that from the fact that pleasure and happiness are not ultimate or perfective ends, it cannot be inferred that the neutralist, or even the active neutralist, must strive for nanhappiness.
