 THE CONSTITUTION OF THE STATE OF NEVADA
 The Legislative authority of this State shall be vested in a Senate and Assembly which shall be designated “The Legislature of the State of Nevada” and the sessions of such Legislature shall be held at the seat of government of the State.
On the 1st Wednesday of September 1864, the constitution was approved by the vote of the people of the Territory of Nevada, and on October 31, 1864, President Lincoln proclaimed that the State of Nevada was admitted into the Union on an equal footing with the original states.
The second amendment was proposed and passed by the 1993 legislature; agreed to and passed by the 1995 legislature; and approved and ratified by the people at the 1996 general election, effective on the date Congress consents to amendment or a legal determination is made that such consent is not necessary.

 The Claremont Institute: Institute Appeals to U.S. Supreme Court in Nevada Taxpayer Case
The Court held that the claims for declaratory and injunctive relief were made moot by a subsequent action by the Assembly passing another tax bill with the required two-thirds vote, and rejected the plaintiffs contention that, as most Nevadans expect, the Legislature is likely to repeat the illegal tax votes during the next legislative session.
The Nevada Supreme Court's decision was in response to a suit by the Governor of Nevada, Kenny Guinn, against the Nevada Legislature, essentially asking the Nevada Supreme Court to order the Legislature to give him the tax increase he had requested.
The U.S. Supreme Court denied the petition for certiorari that John Eastman had filed on behalf of Nevada legislators in January requesting the Court to review the Nevada Supreme Court's decision directly.

The earliest identified inhabitants of the Sierra Nevada were the Paiute tribe on the east side and the Miwok tribe on the west.

Anyway, early in 1887 a bill was introduced to the State Legislature to move the county seat to Ely; and, in anticipation, the Canto Mining Co. in April deeded 20 acres for the Ely townsite and even cleared the land.

 Carson City, Nevada - Attractions - Capitol Building
The demands of the Civil War pushed the creation of the Nevada Territory in 1861 and the territorial legislature selected the fledging community of Carson City as its capital.
Statehood in 1864 saw Carson City become the state capital of Nevada, but the constitutional convention made a provision that no state capital would be built until after three legislative sessions had passed.
Ten acres, known as the Plaza, was set aside in the belief that Carson City would be chosen as the capital of a new government in western Utah Territory.
