The prehistoric site of Nevali Çori is situated in the Hilvian District of the Şanhurfa Province within the upper valley of the River Euphrates; this area is within the region of the Urfa Province in South-eastern Turkey.
Nevali Çori was occupied during the early Neolithic from around 8400 BC (calibrated) during the PPNB period, and possibly the PPNA, until the LPPNA period.
Nevali Çori was a fairly advanced settlement with both trade of polished stone tools, made possible by the abundance of flint in the surrounding environment, and art in the form of exaggerated clay representations of animals and people.

Nevali Çori looks as if a group would have come from somewhere, maybe from Çayönü, they went over the Karacadag, took wild plants, and went to the valley of the Euphrates.
So I think we must expect different types of settlements, as you are suggesting, and maybe underneath the old city of Edessa–Urfa, you may have the ‘centre’ with everything you are expecting.

I suspect that the proposed priestly or shamanic-based ruling elite entered the region and came across a basic hunter-gathering society ripe for change at the end of the last Ice Age, and so they simply engineered their transition into settled farming communities.
Elevated sites such as Göbekli Tepe and Nevali Çori became their civil and ceremonial nerve centres, all as part of the so-called Neolithic revolution or explosion which essentually began here, before spreading out across the Eurasian continent.
The main relationship between key PPN sites such as Göbekli Tepe and Nevali Çori is the fact that their layout, design and art are the same.
