The incumbent is Democrat Christopher A. Coons, a former president of the New Castle County Council.
Delaware, and particularly New Castle County, may be unique in that residents, when asked where they live, will more often respond with the name of their development (or neighborhood in the city of Wilmington) than the name of their town or city.

The " old " county court house, possibly built by the Swedes, is in New Castle; and there are a public Ebrary, the Immanuel Protestant Episcopal Church (partly built in 1689), and several residences of Dutch and colonial types.
The Swedes captured the fort in 1654, but this precipitated the crisis in which New Sweden (Delaware) was lost to the Dutch in 1655.
In Leland's time the castle had disappeared "save one great Toure"; in the i7th and i8th centuries the town was flourishing and had a manufacture of hats.
