It is operated by Covent Garden Market Authority, a public corporation established under the Covent Garden Market Act of 1961 and governed by subsequent Acts of 1966, 1969 and 1977.
The Market was transferred from its original site in Covent Garden to Nine Elms in 1974 and its role has changed as multiple retailers have taken over a substantial proportion of the retail trade in fruit, vegetable and flowers.

However, there is also a growing market for the provision and distribution of produce for the catering trade - both private sector (hotels, restaurants) and public sector (schools, hospitals).
