The New Forest is an area of southern England which includes the largest remaining tracts of unenclosed pasture land, heathland and old-growth forest in the heavily-populated south east of England.
The New Forest was created as a royal forest in 1079 by William the Conqueror for the hunting of (mainly) deer.
Forest Laws were enacted to preserve the New Forest as a location for royal deer hunting, and interference with the King's deer and its forage was severely punished.

The New Forest in Hampshire, England was originally commandeered in 1079 as a deer hunting area by the king, William the Conqueror.
"Forest" in a medieval sense was a legally defined area - subject to special laws - where the "beasts of the chase" (deer and wild pig) and their food were protected for the pleasure of the monarch.
The odious penalties of Forest Law for interference with the king's deer and its food ("browse") became less severe over the centuries, but remnants of the legal structure that policed the area for the Crown are still present in the New Forest as the Verderers' Court.

The New Forest being under the forest laws, was affected by the forest clauses ~f Magna Carta and by the Forest Charter (1217), which mitigated their severity.
The lower officers of the forest, who held merely local appointments, were the verderers, the regarders (one of whose duties was that of seeing to the expeditation of great dogs), the foresters, the woodwards and the agisters.
In 1898 a new proposal was made by Mr Reid, under the terms of which he undertook to work all the railways in the island for a period of fifty years, free of cost to the government, provided that, at the termination of the said period, the railways should become his own property.
