This is the interactive NGC (and IC, and Messier) catalog at SEDS, based on the famous NGC 2000.0 by R.W. Sinnott of Sky Publishing Corp., who also created the electronic version used by this online service (thanks to Sky Publishing for permitting us this kind of use).

  About The NGC / IC Project...
Most of the problems in the NGC are with the original positions and descriptions, coming as they did from many different observers using telescopes ranging in size from 2 inches to 72 inches, and relying on auxiliary instrumentation that ranged from nonexistent to state of the art.
Unfortunately, no new positions were determined for this long work, but lists of errata in the NGC were given; and the descriptions, with their frequent records of nearby stars, are valuable in identifying the objects which Hagen observed.
NGC numbers were often arbitrarily assigned to nearby objects without regard to the descriptions or to the known problems in the original observations.

  NGC2000 - NGC2000.0: Complete New General Catalog and Index Catalog
NGC 2000.0 is a modern compilation of the New General Catalogue of Nebulae and Clusters of Stars (NGC), the Index Catalogue (IC), and the Second Index Catalogue compiled by J. Dreyer (1888, 1895, 1908).
The new compilation of these classical catalogs is intended to meet the needs of present-day observers by reporting positions at equinox 2000.0 and by incorporating the corrections reported by Dreyer himself and by a host of other astronomers who have worked with the data and compiled lists of errata.

I believe the questioner is referring to the 'NGC' designations found in the 'New General Catalogue' compiled by Henry Dreyer and Annie Jump Cannon in the late 19th and early 20th century (subsequently revised, enlarged and republished a number of times).
This catalogue did not list stars, as the questioner suggests, but non-stellar objects found in astro-photographic plates (and for many of which the nature was not known until many years later).
The NGC was the most extensive catalogue of its time, covering the entire sky down to -17.5 declination, a limiting magnitude of about 16, professional-class photographic plates and accurate photomicrometry.

Ptolemy's catalogue was based almost entirely on an earlier one by Hipparchus from the 2nd century BC (Newton 1977; Rawlins 1982).
The catalogue was compiled by Annie Jump Cannon and her co-workers at Harvard College Observatory under the supervision of Edward Pickering, and was named in honour of Henry Draper, whose widow donated the money required to finance it.
Although this version of the catalogue was termed "preliminary", it is still the current one as of March 2006, and is referred to as CNS3.

An important catalogue of nebulae, star clusters, and galaxies, the original version of which was published in Ireland in 1888 under the authorship of John Dreyer; it contained 7,840 northern-sky objects and was a revised and enlarged version of the General Catalogue of Nebulae and Clusters published in 1864 by John Herschel.
The current version of the NGC and IC catalogues, known as NGC.2000, covers the entire sky and provides data on more than 13,100 objects.
Errata compiled by Dreyer and by subsequent workers have been incorporated into the new version and the object types have been updated with information from modern astronomy; descriptions given by Dreyer (often cryptic) have been retained.
