New jack swing - Wikipedia, the free encyclopedia
New jack swing is a hybrid style of rhythm and blues (RandB) combined with hip hop, popular from the late 1980s to early/mid-1990s.
Also called "new jack RandB" or "swingbeat", the term was coined either by journalist and New Jack City co-writer Barry Michael Cooper or music artist and producer Teddy Riley who invented this style in the experiment of integrating various rhythms, samples and production techniques with the urban contemporary sound of RandB.
New jack swing is also known for its aggression, swaggering and addressing romantic themes and lyrics.

I've always heard the term was coined by journalist Barry Michael Cooper in describing this new brand of R&B. The second theory is that Teddy Riley himself coined the phrase.
New Jack Swing also was a musical and cultural phenomenon, as Knyte stated.

But Jack came to Denver in a completely different manner: The station owners basically followed the Southwest Airlines model — find a transmitter in a nearby market (in this case, Fort Collins) and a more or less unused frequency and market it to the big city.
Worse, “Jack” now has a very bad name; the WCBS fiasco probably ruined the idea of the Jack format for many.
This risk is heightened by branding of formats across company lines; Jack in Denver is locally owned, where Jack in New York and Chicago (WJMK-FM) are owned by Infinity.
