The New Jersey Sports and Exposition Authority (NJSEA) is a regulatory agency established by the State of New Jersey in 1971 to oversee the Meadowlands Sports Complex.
As of 2004, the NJSEA's purview has expanded to include Monmouth Park Racetrack in Oceanport, New Jersey; the Atlantic City, New Jersey Convention Center and Boardwalk Hall, the long-time home of the Miss America Scholarship Pageant; and The Wildwoods Convention Center in Wildwood, New Jersey.
In addition, the NJSEA built the New Jersey State Aquarium at Camden, and NJSEA funds were used to renovate various athletic facilities at Rutgers University.

The New Jersey Turnpike, which had been suffering the burden of increased traffic volumes near its northern terminus in Ridgefield Park, built a new alignment, the "western spur", with an exit, interchange 16W, leading directly to the sports complex as well as to New Jersey State Highway 3.
A new arena was to be built on the opposite side of Route 20 from the stadium and racetrack, connected by vehicle ramps and a pedestrian bridge.

The sports authority filed a declaratory judgment request in Superior Court in Hackensack, seeking to have an independent third party determine what upgrades it must make to the current Giants Stadium to be in compliance with a "state of the art" clause in the NFL team's lease.
With a new stadium on hold, the Giants plan to force the state to make good on a clause added to their 1996 lease that guarantees Giants Stadium will be a "state-of-the-art" facility.
Zoffinger said the sports authority, which is the Giants' landlord, has made $117 million in improvements to the stadium over the last eight years, adding a new press box, scoreboard, lighting, playing field, luxury suites and a sprinkler system.
