Route 4 is a state highway in Bergen County and Passaic County, New Jersey, United States, that is also known as the Mackay Highway.
The highway stretches 10.83 miles from East 43rd Street/NJ20, McLean Boulevard in Paterson to U.S. Route 9W at the George Washington Bridge approach in Fort Lee.
The Garden State Parkway was originally designed to bypass this stretch of NJ 4, and a stretch built prior to 1953 between Union and Woodbridge Township appeared on maps as "4 PKY".

On January 1, 1953, the New Jersey Department of Transportation renumbered a lot of the State Routes.
A State Route that ended at a state border was renumbered to match the number assigned by the adjacent state.
New numbers assigned semi-arbitrarily included 15 and 20 (13-20 were not assigned in the 1927 renumbering), the sequence from 57 to 93, and 152 to 165 for minor routes (continuing from pre-renumbering 151).

The necessity for providing highway facilities in New Jersey to serve urban population centers in New York and Pennsylvania is not limited to the provision of interstate circumferentials, but applies also to the provision of distributor or cross-connecting routes for traffic destined to various points within the central urban areas.
According to state transportation commissioner Thomas Downs, the 20-mile section of I-287 represented "the largest unopened section of interstate highway in the United States today." The entire I-287 metropolitan beltway became fully operational in August 1994, when the reconstructed EXIT 15 on the New York State Thruway was opened to traffic.

The project featured the construction of new local and express lanes on both NJ 4 and NJ 208, the construction of a new bridge to carry the eastbound express lanes of NJ 4 over eastbound NJ 208, and the rehabilitation of the existing bridge carrying NJ 208 over Saddle River Road.
