 New Rules Project - Preemption Watch
The order bans state agencies from awarding contracts worth more than $17,500 to any person or company that had made contributions to any gubernatorial candidate or state or local political party in the previous 18 months, and limits contributions from companies and individuals doing work for the state.
The Federal Highway Administration notified the state in November that, in its view, the restrictions violate federal regulations and could not be applied to contracts paid in whole or in part with federal aid.
Local governments in New Jersey and in California have enacted their own limits, and New York City and Los Angeles are debating restrictions.

 NIOSH FACE Program: New Jersey Case Report 92NJ020 | CDC/NIOSH
On August 26, 1992, a 30-year-old male police officer drowned after being overcome by hydrogen sulfide gas when he attempted to rescue a construction worker who had been overcome by the gas in a 27-foot deep excavation.
The rescue teams were met by paramedics on a highway and the police officer and the seriously injured construction worker were administered advanced life support in separate ambulances.
The goal of these investigations is to prevent fatal work injuries in the future by studying: the working environment, the worker, the task the worker was performing, the tools the worker was using, the energy exchange resulting in fatal injury, and the role of management in controlling how these factors interact.

On September 5, 2003, a 31-year-old highway maintenance worker was struck and killed by an automobile while preparing to fill potholes in the shoulder of a toll road.
On September 26, 2003, a second visit was conducted with the NJDLWD Compliance Officer to interview the co-worker who was with the victim during the incident.
The highway authority had detailed plans for setting up mobile highway work zones, but filling potholes was not considered a mobile operation due to the short time needed to fill the individual potholes.
