It connects Hudson County, New Jersey to the west along an almost freeway.
Its western terminus is at an intersection with United States Highway 46 in Clifton; its eastern terminus is at an intersection with US 1 and US 9 in North Bergen.

The Mission of the Division of Highway of Highway Traffic Safety is to reduce fatalities, injuries and property damage on the roads of New Jersey resulting from traffic crashes.

  Pulaski Skyway (US 1 and US 9)
In Jersey City, the highway was to cross the high ridge (part of the New Jersey Palisades) before descending to the Holland Tunnel.
The state highway department appointed an Advisory Board of Engineers, which was charged with devising plans for handling traffic from the tunnel, laying out a route, and designing a highway to meet the traffic demands of the Holland Tunnel.
In the early part of the decade, new approaches were built at the Newark end of the skyway to Raymond Boulevard, and later to the New Jersey Turnpike (I-95).

Route 3 is a state highway in northern New Jersey, extening 10.84 miles (17.45 km), connecting Hudson County to Passaic County in the west.
From 1939 to 1959, NJ 3 extended east along Route 495; it was truncated back to its original terminus when the approach was redesignated Interstate 495 (now New Jersey Route 495) as a spur of Interstate 95.
In the 1953 New Jersey state highway renumbering, Route 3 in Secaucus was shifted off its original alignment on surface streets to the newly built Secaucus Bypass.
