 Municipal Control of Signs January 2006
New York courts have held that municipalities may require the removal of nonconforming billboards and signs, after the expiration of an amortization period long enough to allow the sign owner to recoup his or her investment.
Additionally, Highway Law §88 provides that signs beyond 660 feet outside of urban areas and erected with the purpose of their message being read from Interstate or primary highways are prohibited A municipality may concurrently regulate signs regulated by the State only if the regulations are equal to or more restrictive than the State’s regulations.
The New York Attorney General has stated that it is impermissible for a municipality to permit the placement of private advertising signs on public property to be used for the sole purpose of private business advertising, since no benefit accrues to the municipality or the public.

 Garden State Parkway
On April 14, 1952, the State Legislature enacted legislation to create the New Jersey Highway Authority, which was to construct, operate and maintain a self-sufficient toll parkway from Paramus to Cape May. Orrie de Nooyer was appointed as the first executive director of the New Jersey Highway Authority.
The speed limit on the Garden State Parkway is 65 MPH from milepost 27 north to milepost 123, and from milepost 163 north to the New Jersey-New York border.
The entire length of the extension between NJ 17 in Paramus and the New York State Thruway was $21.3 million, $17.0 million of which was borne by the New Jersey Highway Authority and the remainder by the New York State Thruway Authority.

The state Ethics Board in 2002 proposed that the Legislature bar state employees from taking jobs for a year in an industry related to their state work, but lawmakers did not take up the measure.

In Pennsylvania the highway is being organized as the "William Penn Highway," and arrangements are under way for a meeting to be held at Harrisburg in March to complete organization.
New Jersey: Beginning at a junction with U.S. Route 1 and 9 at Newark, 27, Somerville 9 (junction with U.S. Routes 202 and 206), White House 22, Still Valley 4, Phillipsburg 1 (Delaware River).
U.S. 22 Alternate crossing the river from New Jersey is re-routed to the north in Easton to a junction with the new location above as described, and the remaining portion of U.S. 22 between Easton and Bethlehem is to be abandoned.

 Why Does The Interstate System Include Toll Facilities?
One option was to build toll-free Interstate highways parallel to the turnpikes, but that would jeopardize the legitimate rights of the bondholders by diverting traffic from the turnpikes built with their investments.
Under Section 113 (c), the State highway agency and toll authority could use Federal-aid highway funds to build an interchange between a toll-free Interstate and an Interstate turnpike (i.e., the motorist would have no choice but to use the toll road).
However, the State highway agency, the toll authority, and the BPR would have to enter into an agreement to stop collecting tolls when the bonds were retired.

 Interstate 195 (New Jersey)
Garden State Thruway: This proposed four-to-six lane toll expressway was to provide an express route for trucks and buses from northern New Jersey to shore points.
Beginning at a point south of EXIT 10 of the New Jersey Turnpike (I-95) in Edison, Middlesex County, the 40-mile-long Garden State Thruway was to continue southeast along the US 9 corridor through the interior of the state, ending at the Garden State Parkway and US 9 in Toms River.
Although it was to be a toll-free road, the NJ 37 Freeway, now known as the Central Jersey Expressway, was to be jointly financed by the NJDOT and the New Jersey Highway Authority.

Some schools in the state have shown such marked improvement in test scores that the state is now investigating the possibility that those improvements were achieved the old-fashioned way: by cheating.
