States need to find a way out of this, but if they are unable to do so, strong action by the federal government to limit bidding wars by taxing firm-specific incentives (and returning the revenues, along with current federal economic and community development assistance, to states that swear off incentives) may be needed.
States need to adopt policies to ensure that American companies have the skilled workers they need to be productive, while simultaneously ensuring that American workers have the skills they need to navigate, adapt, and prosper in the New Economy.

 Municipal Control of Signs January 2006
New York courts have held that municipalities may require the removal of nonconforming billboards and signs, after the expiration of an amortization period long enough to allow the sign owner to recoup his or her investment.
Additionally, Highway Law §88 provides that signs beyond 660 feet outside of urban areas and erected with the purpose of their message being read from Interstate or primary highways are prohibited A municipality may concurrently regulate signs regulated by the State only if the regulations are equal to or more restrictive than the State’s regulations.
The New York Attorney General has stated that it is impermissible for a municipality to permit the placement of private advertising signs on public property to be used for the sole purpose of private business advertising, since no benefit accrues to the municipality or the public.

 Pulaski Skyway (US 1 and US 9)
In Jersey City, the highway was to cross the high ridge (part of the New Jersey Palisades) before descending to the Holland Tunnel.
The state highway department appointed an Advisory Board of Engineers, which was charged with devising plans for handling traffic from the tunnel, laying out a route, and designing a highway to meet the traffic demands of the Holland Tunnel.
In the early part of the decade, new approaches were built at the Newark end of the skyway to Raymond Boulevard, and later to the New Jersey Turnpike (I-95).

The new proposed rule stipulates that such a "bulk agricultural implement" pulled by a motor vehicle shall not be classified as a trailer and is therefore exempt from burdensome equipment and registration requirements placed on trailers.
Currently, nearly all pick-up trucks in New York are required to be registered as commercial vehicles and are prohibited from operating on the state's 44 parkways.
The new regulations will allow open-bed pick-up trucks weighing 5,000 pounds or less to display passenger plates if the truck is free from any commercial advertisement and is not used for commercial enterprise.

The report stated: "...while the statewide totals declined, alcohol-involved crashes in the checkpoint communities declined, on average, at a rate three and a half times the combined rate of all other communities in the state."[17] California estimates that the checkpoints prevented at least 50 vehicular crashes and saved taxpayers more than $3 million.
States which do not have or are not enforcing such a law by October 1, 2000 will have a percentage of their federal highway appropriation diverted to state highway safety programs.
State law should be amended to require the Texas Education Agency to approve alcohol and drug abuse driving awareness programs, adopt rules for them, and certify trainers for these programs.

SAYREVILLE, New Jersey (CNN) -- A tour bus carrying 23 people from New York to Atlantic City on a Christmas Eve gambling junket skidded out of control on a New Jersey highway and flipped over, killing eight passengers and injuring 15 other people, police said.
The New York State Department of Motor Vehicles told CNN that Viner has a history of traffic violations, including speeding and failing to stop for a school bus.
The parkway is one of New Jersey's major north-south roadways.
