New Jersey State Highway 495 connects the New Jersey Turnpike (Interstate 95) to the Lincoln Tunnel.
It was originally an interstate highway but was downgraded to a state highway when it became evident that a connection between it and Interstate 495 in Long Island, New York would never be built, due to overwhelming community opposition and high costs.
With the arrival of the interstate highway system, the road was designated I-495 in 1959, but it was decommissioned and became NJ 495 in 1980.

Cell Phones and Highway Safety: 2003 State Legislative Update
Although the existing state data seem to indicate that cell phones are a factor in less than 1 percent of motor vehicle crashes, critics have argued that the published statistics are not truly indicative of the problem.
In states where local communities have passed restrictions, the legislature may feel pressure to address the issue to avoid a piecemeal approach where the boundaries of the law may not always be clear to motorists.
New York is the only state to prohibit the use of hand-held phones while driving, and there are few crash statistics to indicate whether hand-held phone bans improve safety.
