States should also not be afraid to take off the rose-colored glasses and examine both their strengths and weaknesses, opportunities and threats.
States need to find a way out of this, but if they are unable to do so, strong action by the federal government to limit bidding wars by taxing firm-specific incentives (and returning the revenues, along with current federal economic and community development assistance, to states that swear off incentives) may be needed.
States need to adopt policies to ensure that American companies have the skilled workers they need to be productive, while simultaneously ensuring that American workers have the skills they need to navigate, adapt, and prosper in the New Economy.

 Municipal Control of Signs January 2006
New York courts have held that municipalities may require the removal of nonconforming billboards and signs, after the expiration of an amortization period long enough to allow the sign owner to recoup his or her investment.
Additionally, Highway Law §88 provides that signs beyond 660 feet outside of urban areas and erected with the purpose of their message being read from Interstate or primary highways are prohibited A municipality may concurrently regulate signs regulated by the State only if the regulations are equal to or more restrictive than the State’s regulations.
The New York Attorney General has stated that it is impermissible for a municipality to permit the placement of private advertising signs on public property to be used for the sole purpose of private business advertising, since no benefit accrues to the municipality or the public.

In Pennsylvania the highway is being organized as the "William Penn Highway," and arrangements are under way for a meeting to be held at Harrisburg in March to complete organization.

U.S. 22 Alternate crossing the river from New Jersey is re-routed to the north in Easton to a junction with the new location above as described, and the remaining portion of U.S. 22 between Easton and Bethlehem is to be abandoned.

Route 24 through New Jersey, now a collection of state- and county-maintained roads between Easton, Pennsylvania and Newark, was a major stagecoach route in the eighteenth century.
The New Jersey State Highway Department (and later the New Jersey Department of Transportation, or NJDOT) neither maintained NJ 24, nor erected NJ 24 shields, west of Morristown.
With the planning and development of the Interstate highway system in the mid-1950's, the NJ 24 Freeway was to serve as an important link in the regional highway plan.

Construction on Interstate 195 began in 1968 on an isolated stretch east of the New Jersey Turnpike.
When I-95 was re-routed to the New Jersey Turnpike in 1985 as a result of the Somerset Freeway not being built, I-95 and the Turnpike became I-195's proverbial parent, as the interchange there served as a direct connection.
Additionally, the New Jersey Department of Transportation (NJDOT) has studied proposals to expand I-195 from Exit 16 near Six Flags to the Turnpike from 4 to 6 total lanes, which would eliminate the grass median in the process.
