 U.S. v. New Jersey Joint Application for Entry of Consent Decree and Consent Decree
Plaintiff, the United States, and Defendants, the State of New Jersey and the Division of State Police of the New Jersey Department of Law and Public Safety, respectfully move this Court for entry of the attached Consent Decree.
The State shall monitor and evaluate the implementation of the motor vehicle stop criteria and shall revise the criteria as may be necessary or appropriate to ensure compliance with ¶¶ 26 and 129.
The State, by and through its officials, agents, employees, and successors, is enjoined from and shall not engage in a pattern or practice of conduct by the State Police that deprives persons of rights, privileges, or immunities secured or protected by the Constitution or laws of the United States.

 The Lincoln Highway
Entering California, a motorist on the Lincoln Highway crossed the Sierra Nevada through Donner Pass, named after the Donner Party, which became stranded after attempting to cross through the pass too late in the winter of 1846-1847, or could follow an alternate route that was once a pioneer stage coach route.
The Ideal Section was built during 1922 and 1923, with funds from the Federal-aid highway program, the State highway agency, and Lake County as well as a $130,000 contribution by the United States Rubber Company (company president C. Seger was one of the founders of the LHA).
The Lincoln Way is too firmly established upon the map of the United States and in the minds and hearts of the people as a great, useful and everlasting memorial to Abraham Lincoln to warrant any skepticism as to the attitude of those States crossed by the route.

 Interstate 78 (New Jersey)
A new three-lane carriageway was constructed to accommodate the eastbound lanes of I-78.
State and local officials immediately closed this 12-lane elevated section of I-78, disrupting a route that more than 90,000 commuters per day had used, and seriously affecting the flows of goods to and from the Newark Airport and Elizabeth Seaport areas.
New buildings for the weigh stations and a new state police barracks were part of the project, as was the replacement of three bridges along I-78.

 Background of Lincoln Highway Special Resource Study
The Lincoln Highway is a 3300-mile long road stretching across the United States from New York City to San Francisco.
Fisher was soon joined in the promotion of this road, named the Lincoln Highway, by a cadre of executives from the automobile, tire, and Portland cement industries who used patriotic appeal and mass marketing to mastermind a national "good roads" campaign.
While the confusing and haphazardly maintained condition of the early Lincoln Highway illustrated the long-neglected nature of the American roads inherited by the automobile, by the 1920s, it had become the nation's premier cross-country thoroughfare and a testing ground for new road and bridge-building techniques.

 NJ 18 Freeway
The state plans, which called for a north-south, NJ 18 Freeway from Bound Brook to Eatontown, and a north-south, NJ 35 Freeway from Long Branch to Seaside Heights, were endorsed by the Tri-State Transportation Commission in its 1962 regional expressway plan.
Construction of the new Raritan River span began in the late 1960's, and by 1970, three massive piers that were to be used to support the bridge were in place.
New connections were to be provided in East Brunswick at the New Jersey Turnpike (I-95), and at the (unbuilt) NJ 74 Freeway.

 Moped Laws by state
In State of Alabama, mopeds are classed as motorcycles, thus motorcycle license is needed to operate one.
The only difference is that Mopeds can not ride on highways but only because they do not have an engine larger than 360cc which is the minimum required for a highway permit.
There are numerous specifications for mopeds within the state Transportation Code, some of which are picayune, but common sense is the prime consideration (unlike Maryland or DC), and local juristictions may impose particular requirements more stringent than the state code.

However, due to the cancellation of the Somerset Freeway, Interstate 95 has not been completed in Pennsylvania and New Jersey; the Pennsylvania Turnpike/Interstate 95 Interchange Project will complete that route, the last section of the original (1947) plans to be completed (though a few routes, like Interstate 80 in Northern Ohio, have been relocated).
Alaska and Puerto Rico have roads designated as Interstates for funding purposes but which are neither planned for nor currently built to Interstate Highway standards.
