  Time in New Zealand - Wikipedia, the free encyclopedia
This advance of time was made permanent in 1946 by the Standard Time Act 1945, which provided that the time at the meridian 180°E was the basis for New Zealand Time, with NZST permanently half an hour ahead of NZMT.
A new time scale known as Coordinated Universal Time (UTC) was adopted internationally in 1972.
The standard for time in New Zealand is maintained by the Measurement Standards Laboratory, part of Industrial Research Limited.

Greenwich Mean Time was the mean time determined by observation of the sun at longitude measuring 0° east and west at Greenwich Observatory, England, that is Mean Time for the Greenwich Meridian.
In 1884, at an international conference in Washington DC, the Greenwich Meridian was adopted as the prime meridian, with all time reckoned to the longitude east or west of the prime meridian (Greenwich).
A new Time Act was passed in 1974 which empowered the Governor-General to declare a period which Daylight Time is to be observed by Order in Council.

Not only is the state split between two time zones, but until recently, only some parts of the state observed daylight saving time while the majority did not.
Under the old system, 77 of the state's 92 counties were in the Eastern Time Zone but did not change to daylight time in April.

THE laws of physics seem to permit time travel, and with it, paradoxical situations such as the possibility that people could go back in time to prevent their own birth.
Now, physicists Daniel Greenberger of the City University of New York and Karl Svozil of the Vienna University of Technology in Austria have shown that the most basic features of quantum theory may ensure that time travellers could never alter the past, even if they are able to go back in time.

A new version of such a loop is what Ori proposes in the July 8 Physical Review Letters.
Igor D. Novikov of the Niels Bohr Institute in Copenhagen finds Ori's concept of a donut-shaped core "very original and probably without unrealistic parts." The new proposal "is a valuable contribution to studies of potential time machines," he says.

If you had a local time during the "limbo hour" during the cutover from standard time to daylight time, it would have no corresponding UTC time because there was no such thing as 2:30am local time.
Daylight savings time rules vary by location (as well as historically) -- for example some parts of Indiana don't obey Daylight Savings, Japan doesn't use it at all and in some countries (like Israel) it happens at a different time every year.
