To further complicate the Commission's task, it became apparent early in its deliberations that the number of electoral districts in the northern interior of the province would have to be reduced by one in order to achieve more equality in the population numbers of the province's electoral districts.
The Subcommittee's recommendation required that we reconsider all seven electoral districts proposed for the area south of the Fraser River from Richmond and Delta in the west through Langley in the east.
With respect to the remaining boundaries of the Surrey electoral districts, the allocation of seats and the drawing of these boundaries was largely influenced by the representations made to the Commission by the Mayor of Surrey and the city's Planning and Development Department.

In 1890 changes in population and boundaries led to the riding's renaming as Westminster, with the following year that riding being subdivided into Westminster-Chilliwhack, Westminster-Delta, Westminster-Dewdney and Westminster-Richmond, which were to become a few elections later the Chilliwhack (later Chilliwack.
The core of the New Westminster urban area (then still separate from Vancouver's) continued to be represented by New Westminster City until 1916, when that riding was redistrubuted as a one-member seat from its maximum of three, and in the process it was given the old rural riding's name, "New Westminster".

These profiles are based on boundaries of the May 38, 1996 and subsequent by-elections.
BC Stats provided the Electoral Boundaries Commission with a set of 1996 Census population figures for Provincial Electoral Districts (PEDs) based on block-face data in urban areas and Federal Electoral District Enumeration Area (FED/EA) data in all other areas.
Since block-face boundaries more closely conform to urban ridings than "coarser" FED/EA boundaries, the use of this mix provides a more accurate distribution than the use of FED/EAs alone.
